Folks, I can't tell you much about this Russian-language SciFi/Drama Krakh inzhenera garina (aka Failure Of Engineer Garin) other than I see it premiered on broadcast television on this day (in the former Soviet Union) all the way back in 1973. I've been unable to find many specifics on the story, but I do see a series' premise as provided by the good people at Wikipedia.org:

This German-language SciFi/Fantasy procedural -- Das Blaue Palais -- premiered in West Germany on this day back in 1974 and completed what's been written about essentially as five telefilm episodes. While I haven't read much about it, I can say that I've seen suggestions that it rather strongly compares to Fox TV's The X-Files that ignited imaginations only a few decades later.
